That rule generally only applies to .desktop files under /usr/share/applications/

Does this mean that we (for plasmoids building) should not do: - BuildRequires: desktop-file-utils & desktop-file-validate \ {buildroot}/%{_datadir}/kde4/services/%{name}.desktop - other rules for keys: Exec, Categories, Termilal ?

Right, validating those service desktop files is not necessary (because they're only ever read by kdelibs) and will often fail (due to nonstandard KDE-specific keys in them).
