Long time KDE user. Long time Fedora user.
A while back KDE windows lost distinct visible contrasting borders. So now if you have two windows overlaying each other of the same color (usually white) you can't see where one window ends and another begins, except by viewing the content of the window.
I find this really distracting. I am constantly straining to see the edges of windows.
Please bring back distinct, visible, contrasting window borders, at least as an option.

PS... just totally messed up my desktop by messing around trying to fix this.
Was testing different window styles in System Settings -> Global Theme. Selected "Use desktop layout from theme", just to get things consistent. Got the warning "Your desktop layout will be lost and rest to the default layout provided by the selected theme".
I thought about that for a minute and decided it would be OK if I had to change folder sizes, etc. No biggie.
But what I didn't realize is that it removed all my widgets and task bars ! It is going to take me a couple hours to get things back to the way they were widget wise. Please add the words widgets and desktop wallpaper to the warning. Desktop layout means everything about the desktop, not just the theme stuff.
One instance where the lack of a distinct border on overlapping windows makes things more difficult is when you need to reside the top window. I have to hover the mouse in the "grey area" to get the resize icon to appear. Its a game of "find the invisible border".

I'd don't have your issues. And, I don't recall the previous behavior.
But, what you could do is find a "Window Decoration" which better suits your taste. One that may be of interest is "Dark-Translucent". This decoration will draw a highlight around the active window. You can also, just like any decoration, increase the size of the window border. A larger border can make it easier to differentiate between windows.

By Window Decorations, you mean System Settings -> Aoplication Style -> Window Decorations ? Right now I just have Breeze and Pastik. Time to go shopping ?

I just tested Plastik and it has a fine window border. Much better. Breeze was poor in this regard.

I was having this same problem after updating, no border except a thin line. I tried changing the width, but nothing happened. It wasn't until I switched from breeze to plastik that my borders changed to something normal. And when I switched back to breeze, the borders stayed normal, and changing the width actually changed the width. Looks like it might have something to do with updating. But thanks for having this conversation so I thought of switching to plastik.

same issue here after upgrade to F31. Using Oxygen or Plastik works. You say that you can change the thickness of the border; I have not found this option. Where is it?
System Settings-->Application Style-->Window Decorations.
Lower Left of the screen. See the text "Use Theme's default window border size" and a drop down box next to it.
