FWIW, it probably isn't a konsole "issue".
Running F25 with plasma 5.8.6 and konsole 16.12.3-1 and the scrollbars buttons exist.
Running F25 with plasma 5.9.3 and konsole 16.12.3-1 and the scrollbars buttons are absent.

breeze-settings5 -> scrollbars (tab)
Why aren't "breeze-settings5" a part of the menu's system settings?
The buttons when turned back on are barely visible, while the scrollbars are too skinny. :~(

There are multiple ways to get to this, I only gave one.
Others include: systemsettings -> application style -> widget style -> applications(tab) -> Widget style: Breeze , click "Configure" button on the right
I figured simply running "breeze-settings5" was a simpler way to guide you to the same place.
