I have a doubt about Oxygen icon theme package. Are the 'oxygen-icon-theme' (15MB) and 'oxygen-icon-theme-scalable' (46MB) complementary to each other? Is it possible that one of these is sufficient for a complete system? I didn't have the 'scalable' package, and the 'new device notifier' didn't have any icon. I installed the scalable package and everything's fine. Now, can I remove the oxygen-icon-theme package so that I can save on bandwidth and time when updating my machine.
Technically, is it not sufficient to have the scalable icon set?

This sounds like a bug. The scalable should be the same as the standard package, only it has SVGs instead of standard sizes of the icons.

FYI, upstream no longer installs the scalable icons in trunk (and we may have Oxygen from trunk as soon as KDE 4.2.3, they're splitting it out of kdebase-runtime so Oxygen can be updated more often), so the -scalable package is going to go away soon.
It is not recommended to install only the scalable icons because the non-scalable ones sometimes have tweaks for specific pixel sizes. The scalable ones are really only the source code, they don't have much use on their own.

You don't (or shouldn't).
In the meantime, you may want to try clearing your pixmap cache rm -rf ~/.kde/cache-*/kpc
