I wouldn't know where to begin for filing a bug--what do I file the bug against? All I know is--it's going to take another K desktop upgrade to fix this. Until then, I'm running my system only intermittently.

Have you tried to just restart the desktop.
I have to do this every once in a while when the machine starts doing weird things.
kquitapp5 plasmashell && kstart plasmashell

That's it! I /do/ have to restart the desktop all the time. In fact the situation has gotten so bad I generally /shut down/ whenever I'm going to be away from the machine for any length of time. Now would you say I should be able to log out, then log back in, and not have to shut down every time?

surely
these lags and slowdowns are pretty sure memory leaks and instead throw away everything as happened with KDE4 and KDE5 the developers better spend time with valrgind & friends so that after some days a desktop in 2017 not lags even on machines with 32 GB memory which is laughable and tells a lot about code quality
