I am building some package for fedora and one of package is under review. (https://bugzilla.redhat.com/show_bug.cgi?id=649662). For the same I need to submit the output of koji build to the ticket, but I am getting the following error message when I try to build

Where did you find documentation that claims you should be able to build an unapproved package for "dist-f13-updates-candidate" directly?
Try a scratch-build for "dist-f13".
