Well, It should be something like 0.9.1-1, 0.10.1-1, 0.12.3-1, release number should not get bumped when packaging a newer version.
If you think I'm right I will go to bugzilla and file a bug.

Yes, this is a common pratice to reset release to 1 for new version.
I think this is not a bug as far as new NVER > old NVER
Probably a small email to package owner for next version is enough.
