This macro was introduced long time ago:
%udev_rules_update
a.k.a
/usr/bin/udevadm control --reload >/dev/null 2>&1 || :
I'm not sure if packages contain udev rules should run this in scriptlet?

I suspect it's not needed because udev watches for rules changes with inotify doesn't it?

Yes, I think you just drop the file in %{_udevrulesdir}. No need to reload the rules.
