I'm sorry this isn't written down in either the packaging guidelines or the third party repository policy. I will work to get those updated.

I should also add that in your case it really shouldn't matter much. If someone actually has the adobe-linux repository installed so that the weak dependency could be satisfied, they almost certainly also already have flash-plugin package installed. After all, that repository only provides that single package.
