I did a minimal test... built okular-4.12.0 on top of kde-4.11.4 environment... and it still worked. So, I suspect the issue is at some lower level, perhaps kdelibs' kimgio plugins.
Found the culprit last night, a (silent) missing build dependency for libkexiv2-devel means the kimgio pieces don't get enabled.
fixed in okular-4.12.0-2+
confirmed - thank you! after some days that was the only problem i found in 4.12 - fine
