I've upgraded my Fedora KDE 27 to 29 recently. Now I cannot open documents, etc. that contains Danish letters.
In Regional->Language settings I have British English set with dansk as a second choice, because I prefer to have all program menus etc. in English rather than mixed English and Danish.
In Regional->Format settings I have Danmark set for the region an also in the Detailed settings everything is set to Danmark for numbers, time, currency, measurement unit and collation and sorting.
Anytime a file or the path to the file contains æ, ø, å, Æ, Ø or Å Libreoffice fails to load the document. In the previous version of Fedora it worked well.
What could be wrong?
I tried what you're doing on an newly installed F29 system and it works OK.
I note that in F27 libreoffice was version 5.4 while in F29 it is now 6.1. It may be a configuration issue with the version changes of libreoffice, just a guess.
I would create a new user and see if that new user has the same issues.
FWIW, the file I tested with was ~/ååå/å.odt.
Sorry, I'm more familiar with CJK character sets than European. :-)
Oh, in testing my locale was
