[Fedora-packaging] release-monitoring.org currently not working

hi

we seem to have problems with release-monitoring.org as it not longer checks for new versions. note "Last check started at (UTC) 2018-12-04 00:10:11" at every page there.

it seems to be a problem, which was already taken care off, but to get that online a review would be needed. i myself have not enough knowledge with python to do that.

maybe someone could lend a hand here, as this is a overall important service for many packagers.

ps.: i would assume that release-monitoring.org is a fedora-service and as such should get monitored on https://www.fedorastatus.org/
