I don't use Gnome Software a lot, but certainly it doesn't requires authentication, while DNF & Yumex do require it.

There was a well-debated design decision to allow installation without authentication, maybe three or four years ago. I think the goal was to make installing apps with GNOME Software easier.
That's the discussion I was thinking of, but sounds like I didn't remember the outcome right.
