Why is it considered a one time upgrade feature? What if I install Fedora Server and decide to re-purpose that system and want to upgrade it to Fedora Workstation?

But, if you really, really want to do it, the straightforward answer would be to convert it Workstation and _then_ upgrade. I don't think switching between products at upgrade time is anything we want to support, is it? It seems like an unrelated thing.
