Are they supposed to be the same? If not, who rules? I would expect tweak advanced settings to have a different icon.

Right; gnome-tweak-tool (being the add-on) would be the most likely candidate to change icons.

Right; gnome-tweak-tool (being the add-on) would be the most likely candidate to change icons.
