The system-config-users tool only works under X. Is it planned for update to run under Wayland or should I submit a bug report? It is a very useful tool.

I'm afraid this is one of those "app is designed to run in a GUI as root" things, and it may need an entire re-write. I agree that it's a nice tool for systems-administration, with a UI that may fit that mindset better than the GNOME control panel applet Users. (The GNOME applet doesn't expose things like groups, other than the Administrator abstraction for Wheel, and doesn't let you set uids or anything like that, etc.)
If someone wants to update system-config-users, awesome. But If we're deciding where to focus resources to cover this use case, I'd argue that we're probably better teaching people about Cockpit (and making any needed improvements there).

I agree. Instead of keeping these legacy apps alive, it's better to direct people to Cockpit.
It's written in Python 2 and GTK+ 2. It'd require a complete rewrite and I don't think anyone will ever do that.

No, I don't think it will be handled without a bug report. Cockpit already supports user account management. If you miss any feature there , you should file a bug report with RFE.

Today, the user features in Cockpit are very limited, so providing use-cases and requests would be ideal. A set of RFE tickets on https://github.com/cockpit-project/cockpit/issues would likely be appreciated.

That's a really weird question to ask. I would certainly imagine that the SIG would say that the Users settings panel matches whatever functionality is required.
