Is there some specific infra in which I should "hookup" the plymouth package so that translators can translate it using there "usual" workflow ?
no surprises here, Fedora is upstream first, so translators contribute upstream too (so before the package is produced).
For how these are used. There are a bunch of other strings in the plymouth commandline tool which should probably be translated (like --help output), but my plan for the first version of translation support is to translate just these 3 strings, as these are shown to every user when doing offline-updates, where as the commandline util is normally never directly called by the user (it is called from systemd units only).
Good to know there isn't much work to do, will make it easier for us to respond quickly :)
So... for the tooling, if the Plymouth project wish to, you are welcome to use the translation platform the Fedora project uses: http://fedora.zanata.org Here is the doc: http://docs.zanata.org/en/release/user-guide/project-maintainer-guide/ You should be able to create a new project.
For your information, Zanata project is dead, so we are thinking about testing other translation platform like Weblate. For F30 release, I suggest you to use Zanata and to not invest time with automation. For later, take the time to consider which translation platform is the best for the Plymouth project.
Remember to tell us what's the time limit to contribute ;)

Ok, I have the translation support ready now (tested with Dutch) and I've created a project for this in zanata and uploaded the .pot file and my Dutch translation:
https://fedora.zanata.org/iteration/view/plymouth/0.9.5/
As mentioned before there is not a lot to translate (only 4 strings), here are 2 untranslated screenshots to give you all some context to the strings.
This is the regular offline-updates status screen, which will be shown whenever the users choses to install updates on power-off / reboot: https://fedorapeople.org/~jwrdegoede/flickerfree-videos/installing.png
And here is the status screen which users will get when upgrading from F30 to F31 (yes that is still far away, but it will use the F30 plymouth): https://fedorapeople.org/~jwrdegoede/flickerfree-videos/system-upgrade.png

I plan to do a plymouth build with translations added on Sunday March 3th (March 4th is the code 100% complete deadline) so any translations uploaded to zanata before Sunday March 3th will definitely make F30.
I may do one more plymouth build for F30 before the final release after that, but only if necessary (or if a lot of translations come in later), so if possible please try to get your translations uploaded in time.
I know I'm a bit late with this, sorry.
Regards,
Hans

Great, thanks!
I know this is counter-intuitive, but the “version” in Zanata is more an equivalent to a git branch than a version/tag. So it should probably be just “master” instead of the version number.
Best regards,

Ah I, see, ok I've renamed it to master now:
