2 all: As much as I know, we don't have a translation team for Belorussian but a few contributors who have done a few submissions. What are the steps for Andrey? How does he cooperate with the guys?
One clean way would be to create a Belorussian mailing list to help them communicate with each other. That will act as a "hub" for cooperation.
Also the creation of an IRC channel for them (something like #fedora-be) could also be of use.
Tx is not responding right now to get a list of Belorussian submitters. Hopefully we will have it on the next days.

Shall we get back to this discussion later, after Transifex has been fixed? I think the mailing list would be very useful. Belorussian domains end on ".by", so I think it should turn as "trans-by".
