I have created the language list and added in the spreadsheet[1]. There are a couple of unclear issues to me and I like to ask for your help.
ALL language: Please check your language and confirm whether the code to be used is correct. Open with zoho and fill 'Yes' if correct, or 'No' if not and enter correct code into next column.
Cornish: In the team list, there are four language names listed with five language codes. Could you confirm which languages with which codes to be added in new instance?
Portuguese (Brazil): In the team list, the code is pt_br. Do you wish to have all 'br' in lowercase, but not capital?
Serbian (Latin): In the team list, the code is sr@latin. Please confirm this is correct?
Languages in Green: There is no such team formed in the team list, thus we expect no translation to be submitted until the team is formed. I am thinking to remove them from the final list. Please advise if any other opinion/thought/suggestion.

Thank you for clarification! Now I can't see Estonia team in the team list[1]. Are you leading Estonia team? If so, could you kindly review this page[2] and check if all steps being taken? It is nice to show off that Fedora is supporting such various languages:-)
If no team, is any point to add? I am wondering if we may skip this language for now but wait for a team to be formed in the future.

Well, I really don't know. There has been Fedora (or rather RedHat yet)
translation in long gone past which has carried on and on. I myself am rather Mandriva/Mageia translator and have touched Fedoras translations mostly as much as Mandriva/Mageia and Fedora have something common (system-config-printer, usermode, maybe something else). For doing so, I had to register as Fedora translator and as Transifex user etc, so yes, I suppose, formallu I am Fedora translator, too, be there team (for Estonian) or not. But I have no real intention to become "full-time" Fedora translator at least in near future; OTOH I'd like to have an option to fix or to update some files, especially if they are relevant to Mageia ... (And anyway, as far as I know, Estonian still has quite much translated strings in Fedora, so I guess it would be not thrown away? Even if there is recently nobody to actively translate it?)

Great! It was very good lesson for me. How the area so small that I know... I gained new knowledge, thank you! I understand your situation, however still do you mind just to put your name up in the team list? So that anyone in the future who likes to contact about Estonian translation can reach you?

We are using a de facto standard used by glibc and gettext, which is heavily based on ISO-639 (with some minor differences). It's compatible with most (if not all) free software, especially our downstream projects and important upstreams (GNOME, KDE, etc.). Plus ISO-639-1 and ISO-639-2 does not handle the case like.
zh_CN, zh_TW and

Okay, thank you for letting us know the situation. zh_HK for Chinese (Hong Kong) can be added when Chinese (Hong Kong) team is formed apart from existing team.

In the team list[1], it says zh_CN for Chinese (Simplified) and zh_TW for Chinese (Traditional). These teams' coordinators are tiansworld/bbush and kaio. To change these, I need to hear from the team coordinators.
Besides, as said the above, when new team is formed it can be added, no problem!

"Can not" indeed. Clicking the link gave me a page saying there wasn't any preview, and suggested me to use Zoho. After some hseitation, I accepted that. Then I come to a page saying I've arrived at a login page that doesn't use Google Apps. (The URL starts with www.google.com.)

Cornish: In the team list, there are four language names listed with five language codes. Could you confirm which languages with which codes to be added in new instance?

The team might as well be called "pt_br", but locale is pt_BR and (more importantly) PO files are named pt_BR.po, upstream and downstream. It's important to stay compatible.
Serbian (Latin): In the team list, the code is sr@latin. Please confirm this is correct?
I can safely say that it is indeed correct. Overall, the whole list is correct, with the exceptions of:
* pt_br (as noted above)
* en_US shouldn't provide any PO files. American English serves as the C (default) locale.
* Chinese (China) (GB2312) and Chinese (Taiwan) (Big5) - these look redundant, we should have just "zh_CN" for Chinese (Simplified) and "zh_TW" for Chinese (Traditional) [and optionally "zh_HK" for Chinese (Hong Kong), as noted by Cheng-Chia Tseng]. There is no need to have separate teams for languages with specified encodings. I don't know how these teams made it into our Transifex.
* no (Norwegian) is an umbrella code for two "variants" of Norwegian: nb (Norwegian Bokmål) and nn (Norwegian Nynorsk). Only nb and nn should provide PO files.
* I'm also not sure about Cornish. I would prefer to have only one translation team (our resources are finite, after all), but it's ok if any active Cornish translator thinks we need more.

I feel the same, and have sent a mail to the coordinator asking for his team decision.

I also suggest that zanata-mavan-plugin should be update to 3.4.0, otherwise you have to specify "map-from" in your zanata.xml, like:
