I've started the project, man-pages-l10n to provide the localized man pages based on the consistent source and avoid the outdated translations in man pages, and just finished to set up the infrastructure. so I'd like to call for translators to move toward first release.
There are so many man pages and words to be translated. we'll take so long time to see man pages fully translated. so I think that would be good to set some milestones and for first release, translating the section 1 (and 1p if possible, p means one from posix) may be good enough. I'm planning to make a first release in f22.

How do you plan to coordinate this project with other Linux distros?
For instance, the debian project reps in France already have setup such a project, perkamon-fr, with their own workflow, coordinated by Traduc.org (in charge of other translation projects to French).

Uh, actually we too already created man-pages-ru project ( http://man-pages-ru.sourceforge.net/ , https://www.transifex.com/projects/p/man-pages/) on Transifex which can be expanded to another languages. Our translation already included to Fedora, Debian and Gentoo (may other distros have it too).

I know there are some similar projects with their own workflow, but only targeted for their language and using different source(version) to be translated. that may causes people get confused between English man pages and localized, i.e. because of outdated. I was pondering to join the existing projects to support more languages though; I did contact one of, but seems not so much interested in. so decided to start another project. that said if the resources can be centralized, that would speeds up to improve the quality. I'm willing to discuss about it.
At this moment, the master man pages are based on man-pages package in Fedora, and planning to provide the consistent content for all of supported languages in Fedora first. eventually containing the man pages in English to the release would be better to accomplish the above goal though, that may be another milestone.

The only sustainable approach is to cooperate with man-pages upstream to incorporate i18n and l10n support. E.g. po4a tool is good at this. Otherwise you will always slip behind upstream English sources.

That's a great effort on setting up the project, process and making man-pages available for translations.
I was wondering why majority of the languages are showing 0% when they are already translated (may be not 100%) in the Fedora. e.g. Japanese translations of man-pages shows 0%, but when you try out man-pages with Japanese on your Fedora system, it seems they are translated.
How are we planning to sync it with upstream? If not, how would we handle the distinct workflow OR How can we make sure the translations we make here could really go into the distributions?

I am the coordinator of the perkamon-fr project mentioned by Jérôme.

Distributions patch upstream man-pages, either to fix quirks which are forwarded upstream, or to document distribution specific changes. At the moment, there are 2 such pages modified by Fedora. So if you want to provide a central repository for localized manual pages, it would be nice to be agnostic about distributions.
Mickael maintains https://www.kernel.org/doc/man-pages/translations.html and AFAICT does not want to lead some translation framework. IIRC he prefers to be contacted through the man-pages mailing list, this may be the only reason why you did not have any reply from him.
