Looking at Zanata 's Fedora Release Notes, there are only translations of Release notes up to f25. Also, even if I look at the release notes page, I can not find other languages (not English ) links.

It does not mean that "f26 or later is not yet translated although there is f26 at this place" , but the page itself for translation after f26 can not be found in the zanata's place.

Is this policy that the Fedora community will never translate release notes in the future? Or is the community just forgetting to add a translation function with release notes?

Release notes are handle by the docs team. The docs team changed their tooling this year, switching from docbook to asciidocs. We (Brian and I) are currently working on the new translation system. Our progress are shared in our meetings. Please have a look in the wiki in l10n/meetings.
At this moment, we are polishing our first version and will soon ask for more testers!
I hope we'll have everything working fine for next fedora release. Past content will be also translatable, no worries.
