Can you test if you can ping the server? From a W2K command-line, run
ping i18n.redhat.com
If you can't ping the address, but you can access http://i18n.redhat.com, then it should be a proxy issue. Don't know if tortoise lets you configure a proxy to connect through it.

Being able to ping the server -- or not -- is completely irrelevant. It does not seem to be replying pings at all, as far as I can tell, but I can very well access it otherwise.

It looks like a dns error. Would you tell me what the "ipconfig /all" command shows ? (in a command prompt) You must have an IP for default gateway and another for DNS server. If you have them set, try disabling the firewall. Regards Domingo Becker Spanish

I think this is known problem with the instructions, the host and login options for Plink are obligatory in addition to the key:
