No. I'm a reviewer and coordinator in my team, but cannot upload either. The current Fedora installation of Zanata is broken (looks like the upstream bug). Please see the previous message in this list.

Right now it seems that the feature is missing for some reason. I am the Hungarian coordinator, but I can't upload translations either.
By the way, (essentially) the same question was asked yesterday in another thread.
